Cook pasta according to package directions, adding the frozen vegetables to the pasta water for the last 2 minutes of cooking. Drain and return to pan.
Meanwhile, whisk together milk, flour and pepper in a medium saucepan. Cook and stir over medium heat until thickened and bubbly. Add cheeses; cook and stir until melted.
Pour sauce over pasta mixture in pan. Heat through. Sprinkle each serving with additional pepper, if desired.
