Stir together pepper, onion, garlic, tomatoes, soy crumbles,vinegar, dried basil, sugar and salt in slow cooker, breaking up tomatoes with a wooden spoon. Cover and cook on High for 3 1/2 hours or on Low for 5 hours.
Stir in spaghetti, 1 cup boiling water, fresh basil and parsley and cover; cook for another hour or until pasta is tender.
