Coat the bowl of a slow cooker with cooking spray. Season beef with 1/2 teaspoon salt and 1/4 teaspoon pepper. Place in the slow cooker.
Scatter onion, garlic, carrots, parsnips, turnips, potatoes and thyme over beef, in that order. Pour broth over the top.
Cover and cook on Low for 7 hours or High for 5 hours. Drain liquid from the slow cooker into a small saucepan and bring to a simmer. Combine cornstarch with 2 tablespoons water in a small bowl; stir until combined. Slowly stir into the saucepan; simmer for 1 minute or until thickened. Season with the remaining 1/2 teaspoon salt and 1/8 teaspoon pepper. Stir liquid back into the slow cooker and serve.
