In a small saucepan, combine corn and just enough water to cover. Bring to boiling; reduce heat. Cover and simmer for 3 minutes; drain well.
In a large bowl, whisk together vinegar, oil, oregano, salt and black pepper. Add corn, black beans, sweet peppers, chile peppers and green onions; toss to coat. Cover and chill for 2 to 24 hours.
