In a 1 1/2-quart microwave-safe casserole, combine broth, uncooked bulgur, garlic, cumin, coriander, cinnamon and cayenne. Microwave, covered, on High for about 4 minutes or until mixture is boiling. Remove from microwave. Let stand about 20 minutes or until bulgur is tender. Drain, if necessary.
Divide bulgur mixture among four serving bowls. Top with beef, mango, snow peas, green onions, cilantro and, if desired, peanuts.
