Lightly coat a medium saucepan with cooking spray; preheat over medium heat. Add leeks and garlic; cook until tender. Add sweet potato, chopped root vegetables and broth. Bring to a boil; reduce heat. Cover and simmer for about 20 minutes or until vegetables are tender.
Remove from heat. Stir in evaporated milk, fennel seeds and pepper. If desired, sprinkle with additional pepper.
