In a small bowl, whisk together hoisin sauce, peanut butter, the water, vinegar, and, if desired, crushed red pepper. Add coleslaw mix and peanuts; toss to coat. Spoon mixture into endive leaves or divide mixture among butterhead lettuce leaves; roll up lettuce leaves, if using. 4 servings (4 filled endive leaves or 1 wrap per serving).
