Preheat oven to 350°F. In a large nonstick skillet, heat oil over medium heat. Add pork; cook for 3 to 5 minutes or until done. Drain off fat. Set aside.
In a screw-top jar, combine 1/2 cup milk, flour, curry powder and salt; cover and shake until well mixed. Transfer to a medium saucepan; add remaining milk. Cook and stir over medium heat until thickened and bubbly. Stir in pork, uncooked rice, apple, carrot and green onions. Transfer to a 1 1/2-quart casserole. Place casserole on a baking sheet.
Bake, covered, about 45 minutes or until rice is tender and most of the liquid is absorbed. Let stand, covered, on a wire rack for 5 minutes. Sprinkle with peanuts and cilantro before serving.
