Coat the bowl of a 6-quart slow cooker with cooking spray. Combine green peppers, red pepper, onion, okra and celery in the cooker. Top with chicken. Sprinkle chicken with paprika, thyme and salt. Top with tomatoes. In a small bowl, combine broth and 1 tablespoon hot sauce. Pour over all in cooker.
Cover and cook on Low for 6 to 7 hours or on High for 3 to 3 1/2 hours. Serve chicken and vegetable mixture over rice in shallow bowls. If desired, pass additional hot sauce.
