In a large saucepan, cook ground beef, bell pepper and onion over medium heat until meat is browned; drain.
Stir in chili powder, cumin, oregano and salt; cook for 1 minute more. Add beans, stewed tomatoes, diced tomatoes and tomato paste. Bring to boiling; reduce heat. Simmer, covered, for 20 minutes.
Meanwhile, in a medium saucepan, cook pasta in boiling water until just tender. Drain. Add pasta to chili mixture in the large saucepan. Return to boiling.
To serve, ladle chili into bowls. Top individual servings with cheese. If desired, sprinkle with chopped red onion.
