Cook fettuccine according to package directions. Drain well, reserving 1/2 cup of the cooking water. Set aside.
Meanwhile, in a medium saucepan whisk together milk, cream cheese, half-and-half, Parmesan cheese, flour, and salt. Bring to boiling; reduce heat. Simmer until sauce thickens, stirring constantly. Pour sauce over fettuccine; toss gently to combine. Stir in enough of the reserved cooking water to reach desired consistency. Season to taste with pepper.
