Coat a large nonstick skillet with cooking spray. Heat over medium high heat. Add ground beef; cook until brown, using a wooden spoon to break up meat as it cooks.
Coat a 3 1/2- or 4-quart slow cooker with cooking spray. In prepared cooker combine ground beef, beans, the 1 1/2 cups chopped onions, the tomatoes and green chilies, taco seasoning mix, paprika (if desired), sugar, and cumin.
Cover and cook on low-heat setting for 5 hours or on high-heat setting for 2 1/2 hours.
Spoon ground beef mixture into tortillas. Serve with lime wedges and, if desired, sour cream, cilantro, the red onion, and lettuce.
