In a large pot, cook sausage (or ground beef), onion, carrot, bell pepper, celery and garlic until meat is brown and onion is tender. Drain.
Stir in tomatoes, tomato paste, wine (or broth), dried herbs (if using), salt and black pepper. Bring to a boil; reduce heat. Simmer, covered, for 30 minutes, stirring occasionally. If necessary, uncover and simmer for 10 minutes more or to desired consistency, stirring occasionally. Stir in cream, parsley and fresh herbs (if using); heat through.
Meanwhile, in a large saucepan, cook pasta according to package directions. Drain. Serve sauce over hot pasta.
