Preheat oven to 350°F. Line 24 2-1/2-inch muffin cups with foil or paper bake cups; set aside. Prepare cake mix according to package directions for cupcakes. Spoon batter into prepared cups, filling each about one-half to two-thirds full. Bake according to package directions. Cool for 5 minutes. Remove from cups and cool completely on a wire rack.
Stir together frosting and apple pie spice. Spread frosting over each cupcake. Use a serrated knife to cut each cookie in half. Insert the cut side of each cookie half into a cupcake.
