In a large serving bowl, combine jicama, bell peppers, onion and cilantro.
For dressing, combine vinegar, oil, sugar (or agave), salt, celery seeds and dry mustard in a screw-top jar . Shake well to combine. Toss dressing with vegetables. Cover and chill for 2 to 24 hours before serving.
