Preheat oven to 350°F. Lightly coat a 2-quart rectangular baking dish with cooking spray; set aside.
In a large skillet cook ground beef and onion over medium-high heat until meat is brown and onion is tender, using a wooden spoon to break up the meat as it cooks; drain. Stir in tomato sauce, salt, garlic powder and black pepper.
Meanwhile, cook noodles according to package directions; drain. In a medium bowl combine cottage cheese, cream cheese, green onions, bell pepper and sour cream.
Spread half of the noodles in the prepared baking dish. Top with half of the meat mixture, then all of the cottage cheese mixture, spreading evenly. Top with the remaining noodles and the remaining meat mixture. Sprinkle with Parmesan cheese.
Bake, uncovered, about 30 minutes or until heated through. If desired, garnish with parsley.
