Preheat oven to 425°F. In a large bowl, combine egg, panko, water chestnuts, cilantro, ginger, soy sauce, sesame oil, garlic, salt and cayenne. Add turkey. Mix well.
Shape into 28 meatballs. Roll meatballs in almonds. Place meatballs in a single layer in a 15-by-10-inch baking pan.
Bake, uncovered, for 15 to 20 minutes or until done (165°F).
Meanwhile, prepare sauce: In a small bowl, combine soy sauce, water, lime juice, sesame oil, and sugar. Stir until sugar is dissolved.
Serve warm meatballs with sauce.
