In a medium bowl, whisk together eggs, milk, salt and pepper. In a large skillet, melt butter over medium heat; pour in egg mixture. Cook, without stirring, until mixture begins to set on the bottom and around the edge. Using a large spoon or spatula, lift and fold the partially cooked egg mixture so the uncooked portion flows underneath. Stir in bacon and onion. Continue cooking for 2 to 3 minutes or until egg mixture is cooked through but is still glossy and moist. Remove from heat.
Meanwhile, heat tortillas according to package directions. Divide egg mixture among tortillas, spooning it down the center of each tortilla. Sprinkle with cheese. If desired, top with salsa. Roll up tortillas.
