Preheat oven to 450°F. For the Dipping Sauce, whisk all ingredients in a small bowl until well blended. Cover. Refrigerate until ready to serve.
For the Wings, mix chili powder, garlic powder, salt and pepper in a large bowl. Add wings; toss to coat. Arrange wings on large foil-lined sheet pan sprayed with no stick cooking spray.
Bake 35 to 40 minutes until skin is crispy, turning halfway through cooking.
Meanwhile, place marmalade and lime juice in a small saucepan. Cook and stir on medium heat until completely melted.
Place hot cooked wings in large bowl. Drizzle with hot marmalade mixture; toss to coat. Serve Wings with Creamy Dipping Sauce and celery or carrot sticks, if desired.
