Mix water, sugar and lemon peel in medium saucepan. Bring to simmer on medium-high heat, stirring occasionally until sugar is dissolved. Remove from heat. Stir in lemon juice and Chaat Masala Seasoning. Let stand 30 minutes.
Strain chaat lemon syrup mixture through fine mesh sieve; discard lemon peel. Cool completely. Cover and refrigerate until ready to serve.
To serve, fill 4 (16-ounce) beverage glasses with ice. Pour 1/2 cup (4 ounces) chaat lemon syrup over ice in each glass. Add 1/2 cup (4 ounces) seltzer water to each. Garnish Chaat Lemonade with fresh mint.
