Cook ground beef, bell pepper, onion and garlic in large nonstick skillet on medium-high heat 6 to 8 minutes or until beef is no longer pink and vegetables are tender. Drain fat
Stir in tomato sauce, raisins, cinnamon, oregano, sea salt and cayenne pepper. Reduce heat to low; simmer 5 minutes to blend flavors
Spoon 1/4 cup beef mixture into center of each lettuce leaf. Sprinkle with almonds. Serve immediately
