1For the Syrup, mix water, sugar, lemon juice and cardamom seeds in small saucepan. Bring to boil. Reduce heat to low; simmer 10 minutes or until sugar is completely dissolved. Remove from heat. Let stand 1 hour. Stir in vanilla. Strain syrup through cheesecloth. Cover and refrigerate until ready to use. This makes enough syrup for 15 Fizztinis
2For each Fizztini, coat rim of martini glass lightly with syrup. Dip rim of glass into Sugar in the Raw to coat. Mix seltzer and syrup. Pour into martini glass
