Cook ground beef in large skillet on medium-high heat 5 minutes or until no longer pink. Drain fat.
Stir water, tomato sauce, Rice Mix, onion, bell pepper and brown sugar into skillet. Bring to boil. Reduce heat to low; cover and simmer 25 minutes or until rice is tender.
Sprinkle with cheese. Remove from heat. Let stand 5 minutes. Serve on hamburger rolls.
