1COOK beef in nonstick skillet for 5 minutes or until browned; drain. Stir in taco seasoning mix, 3/4 cup water, 1 cup Crispy Fried Onions and cilantro. Simmer 5 minutes or until flavors are blended, stirring often.
2HEAT oven to 350°F. Arrange tortilla chips on a foil-lined baking sheet. Top chips with beef mixture, sour cream, remaining Crispy Fried Onions and cheese.
3BAKE for 5 minutes or until cheese is melted and Crispy Fried Onions are golden. Sprinkle with chopped red bell pepper, if desired. Splash on Frank's RedHot Sauce to taste.
