Preheat oven to 350°F. Brown ground beef in large nonstick skillet on medium-high heat. Drain fat.
Mix Gravy Mix and water in small bowl. Pour over beef. Bring to boil. Add peas and carrots. Reduce heat to low; simmer 5 minutes. Transfer meat mixture to 1 1/2-quart baking dish. Top with mashed potatoes.
Bake 30 minutes or until gravy bubbles and potatoes are slightly browned. Sprinkle with parsley, if desired.
As an Englishman My family loves my modified version of this recipe. (really called Cottage pie) I use McCormick beef stew seasoning instead of gravy. Just add one packet per pound of undrained ground beef. (do not add water) Add frozen mixed veg., place in pan, top with homemade mashed potatoes and cook at 400 for 30 minutes!

Really nice flavor combination. I used canned peas and corn and added them directly to the baking dish and poured the hot beef mixture over the top.

I've always wanted to make shepherd's pie but for some reason the topping just didn't make sense to me. So when I was looking for something different to make I came across this recipe. I had everything that was need to make it. This was delicious. My family [all boys] loved it as well. When I really took a look at it, its meat and potatoes so of course my family was going to love it. I will be making this again.

Great, easy recipe! I added lightly sauteed shredded cabbage into the potatoes as well as shredded cheese. Then, I sprinkled shredded cheese over the top when it was just about done. And, I also used real potatoes.
