Preheat oven to 375°F. Mix sugar and 1 tablespoon of the Harissa Seasoning in small bowl. Rub ribs with seasoning mixture to coat evenly. Place ribs on foil-lined roasting pan. Cover with foil.
Bake 1 1/2 hours or until meat starts to pull away from bones.
Meanwhile, mix remaining 1 tablespoon Seasoning, honey, ketchup and vinegar in small saucepan. Bring to a simmer; cook and stir 5 to 6 minutes or until thickened.
Remove foil and brush ribs with sauce. Broil 2 to 3 minutes or until slightly browned. Serve with remaining sauce.
