COMBINE Worcestershire, water, sugar, cornstarch, ginger and garlic powder in measuring cup. Pour 1/4 cup sauce over beef in large bowl; marinate 5 minutes. Heat 1 tbsp. oil in large skillet or wok over high heat. Stir-fry beef in batches 5 minutes or until browned.
ADD peppers; cook 2 minutes. Add remaining sauce; stir-fry until sauce thickens. Serve over cooked rice or ramen noodles, if desired.
