Cook ground beef in large skillet on medium-high heat until no longer pink. Drain fat. Add ground cumin and garlic powder; cook and stir 1 minute.
Stir in water and Rice Mix. Bring to boil. Reduce heat to low; cover and simmer 25 minutes or until rice is tender. Remove from heat. Let stand 5 minutes.
Spoon rice mixture into warmed flour tortillas. Sprinkle with shredded cheese. Add desired toppings. Fold into burritos to serve.
