Melt butter in medium saucepan on medium heat. Sprinkle with flour; cook and stir 1 to 2 minutes or until golden brown.
Gradually stir in stock with wire whisk. Bring to boil. Reduce heat to low; add herbs, sea salt and pepper. Simmer 5 minutes or until thickened, stirring occasionally. Season with additional sea salt and pepper, if desired.
