Whisk together all glaze ingredients in a saucepan. Simmer gently over medium heat 3–4 minutes, stirring, until sugar dissolves and mixture is glossy. Cool to room temperature.

Preheat grill to medium heat (350 to 375°F), set for two-zone cooking. Place soaked cedar plank over indirect heat to preheat 3 to 5 minutes.

Pat salmon dry with paper towels. Brush generously with cooled glaze. Season lightly with kosher salt, black pepper, and crushed red pepper flakes. Let rest at room temperature for 20 minutes to set the glaze.

Place salmon on the preheated cedar plank, skin-side down. Cover grill and cook 20 to 25 minutes, brushing with more glaze halfway through, until salmon flakes easily and reaches 125 to 130°F internal temp.

Brush once more with glaze before serving, then top with sliced green onion. Rest 5 minutes, then slice and serve directly from the plank.
