Place potatoes and 1 teaspoon of the salt in a large saucepot. Add enough water to cover potatoes. Bring to boil on high heat. Reduce heat; simmer 8 to 10 minutes or until fork tender. Drain. Return potatoes to saucepot. Mash with potato masher until mostly smooth.

Mix half-and-half, butter, remaining 1 teaspoon salt, and black pepper in small saucepan. Heat on medium heat, stirring constantly, until butter has melted.

Add the warm half-and-half mixture, cheese, sour cream, green onion paste and bacon to the potatoes. Stir until well blended. Transfer to a serving bowl and sprinkle with additional shredded cheese and crumbled bacon, if desired.
