- Preheat oven to 400°F. Bring water and butter to boil in medium saucepan on medium heat. Add flour and salt, whisking until well blended. Cook about 4 minutes, stirring vigorously, until mixture coats bottom of saucepan. Remove from heat; let stand 10 minutes.
- Add 1 teaspoon of the Finishing Sugar and stir to mix well. Add eggs, 1 at a time, beating well after each addition until smooth. Continue beating until mixture is smooth and shiny. Scoop dough into 1-inch balls, placing about 1 1/2 inches apart on parchment-lined baking sheets. Sprinkle with additional Finishing Sugar.
- Bake until puffed, crispy and golden brown, about 25 to 30 minutes. Cool completely on wire racks.
- Meanwhile, whisk pudding mix and milk in medium bowl 2 minutes or until thickened. Refrigerate 5 minutes. Fold in whipped topping and remaining 2 tablespoons of the Finishing Sugar until well blended. Split pastry puffs in half. Spoon or pipe pudding mixture on bottom half of pastry puffs. Sprinkle with additional Finishing Sugar and replace tops. Serve immediately.
