- Preheat oven to 350°F. For the Cupcakes, beat all ingredients in large bowl with electric mixer on low speed just until blended. Beat on medium speed 2 minutes. Spoon batter into 24 paper-lined mini muffin cups.
- Bake 10 to 13 minutes or until toothpick inserted into center of cupcake comes out mostly clean. Cool in pan 5 minutes. Remove from pan; cool completely on wire rack.
- For the Frosting, beat butter and vanilla in large bowl with electric mixer on medium speed until light and fluffy. Gradually add confectioners' sugar, beating on low speed after each addition until well blended and smooth. Add milk, mixing until light and fluffy.
- Frost cooled cupcakes then sprinkle generously with Finishing Sugar.
