Instructions
- Heat 2 tablespoons olive oil in a large saucepan on medium heat. Add the broccoli stems, 1/2 teaspoon of the salt, and 1/4 teaspoon of the black pepper. Cook, stirring occasionally, until the stems are lightly browned, 5 to 7 minutes.
- Add the broccoli florets to pot and stir to combine. Cover and cook, stirring occasionally, until the florets are vibrant green, 3 to 5 minutes.
- Add remaining 1 tablespoon oil and orzo to pot and cook, stirring constantly, until lightly toasted, about 1 minute. Add broth, milk, remaining 1 teaspoon salt, ½ teaspoon pepper, garlic powder, ground mustard, and onion powder to pot and stir to combine, scraping up the browned bits from the bottom of the pot. Increase the heat to high and bring to a boil.
- Reduce the heat to maintain a very gentle simmer. Continue to cook, stirring often and scraping bottom of pot to reduce sticking, until the orzo is tender and most of the liquid is absorbed, 7 to 9 minutes.
- Remove the pot from the heat. Add cheese and butter. Stir until the butter and cheese are melted. Add additional milk by the 1/4 cupful if a creamier dish is desired. Let sit for 5 minutes for the sauce to thicken before serving.
