- Bring water to boil on high heat in small saucepan. Transfer to large heat-safe measuring cup. Add tea bags. Allow to steep 3 to 5 minutes.
- Meanwhile, heat milk in same saucepan on medium heat until steaming, stirring frequently. Remove from heat. Use a handheld frother to foam milk until almost doubled in volume. (Alternatively, whisk vigorously until frothy.)

Divide tea between 2 large mugs. Add 1 tablespoon of the Finishing Sugar to each mug, stirring until dissolved. Add half of the steamed milk to each mug, spooning any remaining foam over top. Sprinkle with additional Finishing Sugar to serve.
