Instructions
- Place potatoes, carrots and 3 teaspoons of the salt in a large stock pot. Add just enough water to cover potatoes. Bring to boil. Reduce heat to medium; simmer 10 minutes until fork-tender. Drain well. Set aside.
- Heat oil in large deep skillet on medium heat. Add onion, garlic and peppers; cook and stir 5 minutes until softened. Stir in remaining 1 teaspoon salt, spices, bay leaves and vinegar. Bring to boil; cook 1 minute. Remove from heat and stir in cooked potatoes and carrots.
- Remove bay leaves before serving. Serve warm or at room temperature.
