Instructions
- Place chili peppers in hot water and let stand at least 15 minutes until softened. Drain well and discard any remaining water.
- Place rehydrated chili peppers, chicken stock, tomatoes, onion, garlic, oregano, cumin and 1 teaspoon of the salt in blender container. Cover. Blend on high until completely smooth. Set aside.
- Season beef with remaining 1 1/2 teaspoons salt and pepper. Heat oil in Dutch oven or large deep saucepan on medium-high heat. Add beef; sear on each side until browned.
- Stir in chili pepper mixture and bay leaf, scraping up brown bits on the bottom of the pan. Bring to boil. Cover. Reduce heat to medium-low and simmer 45 minutes, stirring occasionally.
- Stir in chopped potatoes, cover. Cook 15 minutes longer until beef and potatoes are tender. Garnish with chopped cilantro and serve with rice and warmed tortillas, if desired.
