Rinse fish; pat dry with paper towels; set aside. Finely shred 2 teaspoons peel from the orange; set aside. Thinly slice orange and lay slices evenly in the bottom of a steamer basket. Place the fish in a single layer on top of the orange slices. In a small bowl combine orange peel, olive oil, 1 teaspoon sesame seeds, the salt and pepper. Spoon evenly atop salmon fillets.
Fill a large Dutch oven with water to a depth of 1 inch. Bring water to boiling. Carefully place steamer basket over water. Cover and steam over gently boiling water for 6 to 8 minutes or until fish flakes easily when tested with a fork.
To serve, arrange salmon on a serving platter. Discard orange slices. If desired, serve with orange slices and/or sprinkle with additional sesame seeds.
