If using dry pasta, cook according to package directions. Drain; rinse in cold water and drain again. Meanwhile, cut the corn kernels off the ears.
In a large bowl, combine the pasta, corn, beef, tomatoes, basil and Parmesan; set aside.
In a screw-top jar, combine vinegar, oil, garlic, salt and pepper. Cover and shake well. Pour overthe pasta mixture; toss gently to coat. Serve immediately. If desired, garnish with additional basil and/or Parmesan.
