Bring a large pot of lightly salted water to boil over high heat. Cook pasta according to package directions, 11 to 12 minutes. Add peas during the last 1 minute of cook time. Drain and return to the pot.
Meanwhile, melt butter in medium saucepan over medium heat. Whisk in flour, then slowly whisk in half-and-half. Season with 1/2 teaspoon salt and 1/8 teaspoon nutmeg. Bring just to a boil, stirring frequently, about 8 minutes.
While the sauce cooks, season steak with the remaining 1/4 teaspoon salt and 1/8 teaspoon nutmeg and 1/4 teaspoon pepper. Heat oil in a large nonstick skillet over medium-high heat. Add the steak and cook 3 minutes.
Remove sauce from the heat; whisk in Parmesan. Turn steak and cook another 3 minutes or until desired doneness. Pour sauce over pasta; toss to combine. Transfer to a platter. Slice steak; fan over pasta.
