Mix soy sauce, vinegar, hoisin sauce, brown sugar, ginger, 2 teaspoons sesame oil, cornstarch and crushed red pepper in a small bowl or cup. Bring water to a boil in a medium saucepan. Add noodles with only 1 of the seasoning packets, scallions and the remaining 1 teaspoon sesame oil. Remove from heat; let stand, covered.
Heat 1 tablespoon vegetable oil in a large skillet over medium heat. Add beef and garlic. Stir-fry for 3 minutes. Remove beef. Add the remaining 1 tablespoon vegetable oil to the pan. Add asparagus; stir-fry for 2 minutes. Stir soy sauce mixture. Add beef and soy sauce mixture to pan. Stir-fry about 1 minute or until thickened. Sprinkle with sesame seeds. Serve with noodles.
