Preheat oven to 375°F. Cook pasta according to package directions; drain.
In a large skillet, cook sausage, onion, bell pepper and garlic over medium heat until sausage is no longer pink; drain off fat. Transfer sausage mixture to a very large bowl. Stir in marinara sauce, fennel seeds and the cooked pasta.
Transfer the pasta mixture to a 3-quart rectangular baking dish. In a medium bowl, stir together ricotta, egg, and 1 cup Italian cheese blend. Spoon the cheese mixture over the pasta mixture in large spoonfuls. Sprinkle the remaining 1 cup Italian cheese over the top.
Cover the dish with foil. Bake for 35 to 40 minutes or until heated through. Let stand for 10 minutes before serving.
