To prepare steak: Heat a gas grill to medium-high or the coals in a charcoal grill to medium hot. In a small bowl, whisk together vinegar, honey mustard, chili powder, salt, pepper and sugar. While whisking, add oil in a thin stream. Place 1/4 cup of the dressing in a glass dish with the steak. Marinate at room temperature while heating grill.
Microwave rice and veggies for 3 to 5 minutes, or according to package directions. Pour into a bowl and add red pepper and scallions. Whisk the remaining dressing and stir into the rice mixture. Gently stir in almonds and cheese.
Place steak on the grill; cover and grill for 7 minutes. Uncover and turn over steak. Grill for an additional 5 minutes or to desired doneness. Let steak rest 5 minutes before slicing.
