To prepare cookies: Preheat oven to 350°F. Coat 3 large baking sheets with cooking spray.
In a large bowl, combine cake mix, eggs, oil, 3 tablespoons water and baking powder. Beat with an electric mixer on low speed for 30 seconds, then on medium for 2 minutes; the batter will be thick. Drop by heaping tablespoonfuls onto the prepared pans, spacing about 2 inches apart, for a total of 36 mounds.
Bake for 12 minutes, rotating pans halfway through. Let cookies stand on the pans for 2 minutes, then use a thin metal spatula to quickly transfer cookies to wire racks to cool. Repeat with the remaining batter.
While cookies are cooling, prepare filling: In a medium bowl, beat butter with an electric mixer until smooth. Add confectioners' sugar, vanilla and water. Beat on low speed until blended, then increase speed to medium-high and beat until smooth. Spread a heaping tablespoon filling onto a cookie. Sandwich with a second cookie. Repeat.
