Coat slow cooker bowl with cooking spray.
Season chicken with salt and pepper. Add to slow cooker with broth, ginger, garlic, soy sauce and cabbage. Cover and cook on High for 4 hours or Low for 6 hours. During the last 10 minutes of cooking, stir in ramen noodles and bell pepper.
Just before serving, stir in mirin and shred chicken. Garnish with scallions and cilantro.
