In a large bowl combine black beans, kidney beans, great northern beans, rice, yellow bell pepper, red bell pepper, carrots and parsley. In a screw-top jar combine vinegar, olive oil, garlic, chili powder, salt and black pepper. Cover and shake well to combine. Pour dressing over bean mixture; toss to combine.
Serve immediately or cover and chill for up to 24 hours before serving. If desired, top each serving with chopped green olives.
