In a small saucepan, combine water and bulgur. Bring to boiling; reduce heat. Cover and simmer about 15 minutes or until most of the water is absorbed and bulgur is tender. Stir in snowpeas. Transfer to a bowl. Stir in radish (or daikon), cilantro and green onion.
In a small bowl, combine salad dressing, lime peel, lime juice and crushed red pepper; stir into bulgur mixture.
Stir shrimp into the bulgur mixture. Serve chilled.
