Trim fat from meat. If using beef, cut steak across the grain into thin strips. If using chicken, cut breasts lengthwise into thin strips. Sprinkle the strips with black pepper and, if desired, cayenne. Thread the strips, accordion-style, onto sixteen 6- to 8-inch skewers.
Place the skewers on the unheated rack of a broiler pan. Broil 3 to 4 inches from the heat until beef is slightly pink in the center or chicken is no longer pink, turning once halfway through broiling. Allow 4 to 6 minutes for beef or 9 to 10 minutes for chicken.
Meanwhile, combine peanut butter, water, soy sauce, green onion and ginger in a small saucepan. Heat over medium-low heat until peanut butter is melted and mixture is smooth, whisking constantly. Sprinkle with crushed red pepper. Serve warm peanut sauce with skewers.
