In a small serving bowl, stir together green onion, lemon zest, lemon juice, olive oil, capers, anchovy paste (if using), garlic and ground pepper.
To assemble, place salmon on a serving plate and surround it with small bowls of olives, roasted peppers, egg slices and the caper mixture. Serve with crackers and/or toasted pita wedges.
