Combine garlic powder, onion powder, pepper and celery salt in a small bowl. Trim fat from meat. Sprinkle pepper mixture evenly over meat; rub in with your fingers. If necessary, cut meat to fit into a 3-1/2- or 4-quart slow cooker.
Place onions in the bottom of the slow cooker. Add meat. Pour the water over the meat.
Cover and cook on Low for 8 to 10 hours or on High for 4 to 5 hours. Remove the meat and onions from the cooker to a cutting board; discard cooking liquid. Using two forks, pull the meat apart into shreds.
To serve, combine shredded broccoli and 1/4 cup mayonnaise (or dressing) in a small bowl. Spread bottoms of buns with the remaining mayonnaise (or dressing). Place the meat mixture on the bun bottoms. Top with the broccoli slaw; replace tops of buns.
